Check that the warehouse location that you are moving the stock to is active.
You can check this two ways:
1. Export the warehouse locations and review from the csv file (follow this guide on how to Export Warehouse Locations
2. Navigate to the Warehouse Locations page. Use the Filter tab to select the location and make sure under the Active drop down you select ALL.
If this location is deactivated, you can follow this guide on how to reactivate warehouse locations
