The issue here is the Product Type. The warehouse location that you are wanting to move them to is Type "General":
The product that you are moving has a product type of "Ambient"
To use this location for this new product type, you can follow the steps to edit warehouse locations in bulk and add the "Ambient" product type to the allowed list.
