The reason that you are not seeing any storage charges being applies is because the customer charge card is set up for "Charge Product Type Option" as "Product".
So in this case it won't be looking at the warehouse locations for the charges. To correct this you can update the setting for "Charge Product Type Option" to charge type: "Warehouse Location"
